The Ministry of Education has recently formed a National Steering Committee (SC) to develop the national curriculum structure. The 12-member committee is headed by K Kasturirangan, former head of the Indian Space Research Organization (ISRO).

The committee has members from various fields ranging from academics to entrepreneurs to social workers. But the absence of direct representation from the NCERT that makes up school textbooks is a cause for concern among various educators. They want to restructure the NCF SC. According to a press release issued by the Ministry of Education, the Director will assist NCERT SC to complete its module.

On condition of anonymity, a former director of NCERT said that the participation of NCERT experts in the NCF committee is essential. “As the council is ultimately the body implementing the curriculum, direct participation should be increased, not just the SCs. The five-member team of the NCF formed in 2005 had a total of 11 experts from the NCERT, ”said the former official.

In line with NEP 2020’s vision, the committee will develop four national curriculum structures – the National Curriculum Framework for School Education, the National Curriculum for Primary Education, the National Curriculum Framework for Education and the National Curriculum Framework for Adult Education.

NCERT neglected

Despite extensive experience in school education and textbooks, the NCERT government has completely ignored them, says P Rajamanikam, a retired professor at Madurai Kamaraj University (MKU), now general secretary of the All India People’s Science Network (AIPSN), a network of more than 40 science organizations across the country. “Instead of having NEP members on the committee, it would have been better to include grassroots academics and NCERT experts as members. The committee in charge of curriculum development is very important, there is no expertise in these important areas. ”

When contacted by the Education Times, NCERT officials declined to comment on the matter, saying the NCF has no development.

AIPSN in a statement called for the reorganization of the steering committee to have a deeper understanding of students in different socio-cultural contexts, disciplined knowledge of school education and experience in the educational processes required for teacher education / adult education as well as vocational curriculum structure.
