It further revealed that out of 18,911 approved teaching posts in 45 central universities, more than 6,000 are vacant. Of the 44 universities, 50% or 23 have more than 30% vacancies and less than 20% have three vacancies. Out of the total 5 central universities, 33..4% of the approved teaching posts are vacant till April 1, 2021.

“Recruitment of faculty members is a time consuming process that requires the presence of a nominee (in some universities such as UB, Presidential Visitors), HOD, Dean and representation from all departments for the selection process. The ongoing epidemic has also hampered the recruitment process, Akhtar believes, as attending the entire selection panel and interviewing candidates could create serious mobility problems, especially for external experts / candidates. “Even the online selection is canceled because there is no clear direction from the UGC to take this initiative,” he added.
There is no shortage of qualifications
“The position of a teacher may be vacant due to bureaucratic inaction at the university level and there may be hesitation in implementing the reservation policy due to which the eligibility for hiring the right candidate will be reduced,” the central university said on condition of anonymity. He thinks that even if there are vacancies, they are not being advertised at the right time. “The vacancy may have very little to do with the lack of qualified faculty, many of whom are returning to the country from the West for better opportunities,” he said.
Some faculty members in the big cities also refrained from changing bases. Although many new central universities are in rural areas, many faculty members are reluctant to find jobs, content in their comfort zone, he added.
