Although the National Education Policy (NEP) 2020 proposes a number of reforms to empower teachers and ‘restore high prestige and dignity’ in the profession that will effectively bring a bright mind, some have serious human resource crises and faculty positions are vacant at central universities. It turns out that at least 14 central universities across the country have more than 40% vacancies in their approved teaching positions and two of them have more than 70% vacancies, Union Education Minister Dharmendra Pradhan recently shared the information in the Parliament session.

While Delhi University (DU) has the highest number of vacancies with 846 vacancies out of the 1,706 vacancies sanctioned, Allahabad University has 598 vacancies out of 863 vacancies. It further revealed that out of 18,911 approved teaching posts in 45 central universities, more than 6,000 are vacant. Of the 44 universities, 50% or 23 have more than 30% vacancies and less than 20% have three vacancies. Out of the total 5 central universities, 33..4% of the approved teaching posts are vacant till April 1, 2021.

“Recruitment of faculty members is a time consuming process that requires the presence of a nominee (in some universities such as UB, Presidential Visitors), HOD, Dean and representation from all departments for the selection process. It may take more than a year to complete the recruitment process, to fill up almost 0000 posts, ”said Acting Vice-Chancellor PC Joshi. “For example, for 30 vacancies, we can get about 3,000 applications. Our job is to give every candidate a fair chance, even if it means interviewing 50 candidates in three days, ”he said.

The number of vacancies will also increase with each passing year due to the retirement of senior faculty, therefore, recruitment should be taken on a war footing. Nazma Akhter, vice-chancellor of Jamia Islamia University (JMI), agreed. “The government is concerned that we should hire the best quality teachers, a process that may involve several rounds of selection and advertising, which takes time and resources. Since we do not compromise on the quality of the faculty joining the university – considering that they will nurture a few generations of students – finding the right candidate can often be a challenge. If we advertise and try to fill all the positions at once, we may not always find suitable candidates. In such cases, we have no choice but to re-advertise, which delays the selection process. ”

The ongoing epidemic has also hampered the recruitment process, Akhtar believes, as attending the entire selection panel and interviewing candidates could create serious mobility problems, especially for external experts / candidates. “Even the online selection is canceled because there is no clear direction from the UGC to take this initiative,” he added.

There is no shortage of qualifications

“The position of a teacher may be vacant due to bureaucratic inaction at the university level and there may be hesitation in implementing the reservation policy due to which the eligibility for hiring the right candidate will be reduced,” the central university said on condition of anonymity. He thinks that even if there are vacancies, they are not being advertised at the right time. “The vacancy may have very little to do with the lack of qualified faculty, many of whom are returning to the country from the West for better opportunities,” he said.

Some faculty members in the big cities also refrained from changing bases. Although many new central universities are in rural areas, many faculty members are reluctant to find jobs, content in their comfort zone, he added.
