MUMBAI: Reducing the autonomy of public universities across Maharashtra, the Maharashtra cabinet on Wednesday cleared amendments to the Maharashtra Public Universities Act (2016) and decided to point the finger at the line and select vice-chancellors. By changing the electoral system, the state will now receive a list of five nominees selected by the selection panel, select three and finally send the governor, the chancellor of the university, to the palace to announce the candidates. The same process will be followed for appointment of Pro VC.

In another decision, the Minister of Higher Education, with a signal from the agricultural universities, will now be the pro-chancellor of all state public universities.

To date, the entire election has been free of government interference. The VC / Provisional Inquiry Panel was headed by a Governor’s nominee, one member was recommended by the Governing Council and the third by the Academic Council. The committee invites applications, summarizes the candidates, interviews them, and proposes five names to the Chancellor, who then selects one. It was always mentioned that the names were not in a preferred order and all should be considered equally. Under the new order, the search panel will submit their list to the ministry, which will select two of the five and finally allow the palace to select a candidate. Higher and Technical Education Minister Uday Samanta told TOI that the recommendations were made by an expert panel to the state, Sukhdev Thorat, former chairman of the University Grants Commission. The panel was formed to suggest changes in the law to implement the national education policy. “Agricultural universities also have a post of pro-chancellor which is under the Ministry of Agriculture. It was not only in the universities under the Department of Higher and Technical Education,” he said. “Also, as far as the selection process of VCs and Pro VCs is concerned, we have followed the procedure applied in central universities where the selection panel sends its recommendations to the government which then sends them to the President.” Samantha told TOI.


He said there was no question of depriving the governor of his rights. “The governor is a constitutional post and there is no question of taking away his rights,” said Samantha, who added that the committee had made further recommendations which would be taken up in stages.
