New Delhi: The Cabinet Committee on Economic Affairs on Wednesday approved the Comprehensive Education Campaign (SSA) 2.0 for school education at a financial cost of Rs 2,9,230.0 crore crore, including Centre’s share of Rs 1,85,39 crore. . According to the Ministry of Education (MoE), in addition to continuing appropriate schemes, the focus will be on “quality and inclusive” education for the next five years, with all rural schools connected to the Internet.

The government has decided to increase the incentive for children with disabilities by Rs 50,000 and transport incentives for students in difficult areas at the secondary level by Rs 6,000 per annum. A national strategy is also being developed for the safety of dropout students, especially the SC / ST community and students.


The scheme could benefit 1.16 million schools, more than 156 million students and 5.7 million teachers in government and aided schools from pre-primary to senior secondary level.

Union Education Minister Dharmendra Pradhan said SSA 2.0 has been given a new dimension “to ensure the quality of all children in line with the Sustainable Development Goals for Education (SDG-4) and the recommendations of NEP 2020. The Cabinet Committee, chaired by Prime Minister Narendra Modi, approved major interventions including infrastructure development and retention, basic literacy and numbers, financial support for teacher salaries, digital access, and universal access.

The chief said: “Child protection is a concern for all and a priority for NEP and SSA. Private schools have CCTV and parents can keep track. The government is developing a large-scale strategy for similar efforts in public schools. The minister said work was underway to connect every village to the internet, schools would benefit from it and digital divisions would be eliminated. “The country is on the verge of making a big leap towards digitalisation. Smart classrooms and virtual labs will be possible in all rural schools and blackboards will be replaced by digital boards. This is a priority area of ​​SSA, ”added Pradhan.


According to the implementation strategy, the project is being implemented at the state level as a centrally sponsored scheme through the Single State Implementation Society (SIS). At the national level, there is a Board of Directors / Agencies headed by the Union Minister of Education and a Project Approval Board (PAB) headed by the Secretary, Department of School Education and Literacy. The Governing Council / Body will be empowered to amend the financial and program rules and approve detailed guidelines for implementation within the overall framework of the scheme.
