Teachers frustrated by government efforts to ‘monitor’ GU classes – Times of India

Guwahati: Governor of Assam and Chancellor of State Universities, Jagadish Mukhi, has asked Guwahati University (GU) to submit a weekly schedule of lecture classes for each faculty member, which teachers fear will undermine the authority given by the Vice-Chancellor.

Surveillance of classroom issues follows the governor’s previous conflict with university teachers and students who opposed the mouthpiece’s directive to dismiss contract teachers.

The university’s teachers ’association is criticizing the governor’s new order, which they call an‘ expected observation ’from the governor’s secretariat. “To our knowledge, in the nearly 75-year history of the GU, classroom observation has never been done by the governor. This is unexpected as the Vice-Chancellor is responsible for overseeing academic matters, ”said Bikash Gogoi, General Secretary, Guwahati University Teachers Association (GUTA). In accordance with the existing rules of the GU, the GUTA states that the Academic Council, headed by the Vice Chancellor of the University, is the highest body in academic matters.

In a recent letter from the Governor’s Secretariat to the GU Vice-Chancellor, Governor’s Secretary Swapna Dutta Deka wrote to present a department-based report on the weekly class schedule of lectures against each faculty member so that it is duly signed by the principal. Of the concerned department. The letter reads, “The report must reach the office of the undersigned before or after October 30, 2021, for the advance assessment of the Chancellor.”

After contact from the governor’s secretariat, Perth Pratim Barua, the GU secretary (in-charge) of the university class on Wednesday, wanted to know the necessary details as there is a deadline on Thursday.

According to GU sources, some department heads could not respond to the urgent letter within the stipulated time. “There is no privacy in the routine but it is a matter of concern because the governor has interfered in an internal matter,” it added.

Details of the class routine may justify the reduction of teacher positions in some sections, although GU sources say this may not be a fair move as many teachers involved in research work and other extension activities such as attending and conducting seminars may dedicate research and development work. No. Teaching in the classroom all the time.

According to previous UGC regulations, the minimum direct teaching-teaching hours for assistant professors is 16 hours per week, while for associate professors and professors it is 14 hours.

GU authorities suspended its controversial order, issued on July 2, suspending the services of all contract teachers as directed by the governor.

Exercising the powers conferred on him under the provisions of the Guwahati University Act, 1947, Vice-Chancellor PJ Handik has ordered the temporary withdrawal of the earlier notification for the approval of the Academic Council (AC) and Executive Council (EC) of the University. The AC and the EC approved the withdrawal of the proposed termination order.
