A framework that will decide how and what children are taught in schools and decide how education in Indian schools can change very soon.

Further ‘local flavors’, focus on the Indian knowledge system, perception of national heritage, and the arts and crafts that are involved in working with artisans. These are just some of the notable features that may be part of the national curriculum framework for school education.


The central government is currently developing four national curricula: school education, early childhood care and education, teacher education and adult education. The school curriculum is being rebuilt after 16 years and it will guide the development of curriculum and textbooks.

Curriculum development is also claimed to be unique because it is based on a bottom-up approach. The national structure will be based on the state curriculum framework which will be developed in consultation with the various stakeholders at the district level. In addition, the whole process will be paperless.

Why does it matter?

The national curriculum structure will determine what school students will learn and how their subjects will be taught. It will also determine how the next generation of textbooks used in school will be prepared.

The National Education Policy 2020 document states that the goal of the previous National Curriculum Framework was to sensitize students to a variety of issues and to move them away from root learning. However, the document noted that the framework did not place sufficient emphasis on course flexibility and did not provide courses to promote culture and traditional practices.

“For the first time, this national curriculum framework is based on a very comprehensive consultation process and for the first time in the country, the states have been on the board since the very beginning of this process,” said Sridhar Srivastava, Director, National Council of Educational Research and Training (NCERT).


Introducing the new technology platform to the nodal officers of different states / UTs, Srivastava said that there would be extensive consultation through various mediums like mobile app survey.

“The main purpose of this consultation is to enrich our experience and local tastes of the States and Union Territories with their views on NEP 2020,” he said.

This model is referred to as a break from the original model, where NCERT will create national structures after discussions with focus groups.

Bottom-up approach

It is planned that the four framework National Education Policy 2020 will be based on 25 themes.


According to data accessed by TOI, 17 new areas have been identified for inclusion in school education. In addition to the local culture, the focus areas will include knowledge of citizenship, greater flexibility in subject choice in secondary classes, reduction of core essentials in the curriculum, and multilingualism.

The NCERT has set August 2022 as the deadline for finalizing the school curriculum, after which the development of textbooks will begin.

Sharing the roadmap for the rollout with officials on November 27 and 29, NCERT said states would conduct counseling in each district where 60 participants would be consulted offline and 80 online. Participants will include teachers, teachers, parents, students, community members, uneducated individuals and administrators of educational institutions.


In addition, states are required to conduct a mobile app survey with 500 to 6000 community members, depending on the population density. NCERT has asked the states to complete the district-level consultation as well as mobile application survey within four weeks.

The survey contains 100 questions related to the implementation of National Education Policy 2020. The survey is divided into four areas – 40 questions on school education and 20 questions on each of early childhood care and education, teacher education and adult education. The deadline for creating the State Curriculum Frameworks (SCFs) is April 2022.
