PACs help citizens keep a check on govt finances: President Kovind | India News – Times of India

NEW DELHI: President Ram Nath Kobind on Saturday said that it is the parliament that allows the executive to raise and spend funds, it has a responsibility to evaluate whether it is being done properly.
“Accountability is central to governance in a parliamentary democracy,” he said. “Parliamentary committees, especially the Public Accounts Committee (PAC), ensure the administrative accountability of the executive branch to the legislature. Without them parliamentary democracy will remain incomplete. It is through PAC that citizens keep an eye on government funds, ”said the President while inaugurating the centenary celebrations of PAC at the Central Hall of Parliament. Calling on Mahatma Gandhi, Kovid said that the PAC lived up to Gandhian ideals and expectations.
“Its record over the decades has been admirable and exemplary, and its effectiveness has been praised by independent experts,” he said. Vice-President and Rajya Sabha Chairman M Venkaiah Naidu has called for a wide-ranging debate on “freebies” to ensure the most efficient use of scarce resources in the country. He called for harmonizing free spending with developmental needs under the government’s welfare obligations and called on the PAC to examine this aspect to enable greater public discussion. Naidu said the PAC’s continued pursuit of government action created “fear of testing” among all concerned and resulted in systematic improvement and prevention of “financial murder (large scale irregularities and wasteful spending)”.
Highlighting the role of democratic institutions in nation building, Lok Sabha Speaker Om Birla said that these institutions are seen as a platform for solving people’s problems.
