New York City’s leading “police-defying” mayoral candidate helped silence police reform recommendations from his own watchdog agency, according to a blazing new report on Mayor Bill de Blasio’s messy efforts at the issue.

As head of the city’s Civil Complaints Review Board in 2016 and ’17, Maya Wiley oversaw the removal of a police reform recommendation from a report on officers’ use of Tasers, ProPublica reported Friday.

In a draft of the report, which the outlet published Friday morning, a key recommendation read, “The NYPD should ban the tasing of handcuffed individuals.”

The agency found that officers used Tasers on handcuffed people in about a third of 150 cases and that nearly all of the Taser deployments involved unarmed subjects—the majority of whom were black.

The last published version lacked direct recommendations for the NYPD and read, “Track whether officers are molesting a handcuffed person. There are situations where force against a handcuffed person is appropriate, such as when that person.” trying to escape or kicking violently. The CCRB will track how this exception applies. The CCRB believes that it should apply only where the physical well-being of the officers or others is risk and minimum risk to the arrested person.”

And CCRB did not even announce it with a press release. Wiley later underestimated the importance of the report and defended the edit at a board meeting.

“I will stand by that decision because I think it was the right, fair and credible thing to do as an agency that really has to uphold public integrity,” she said, transcript of the CCRB meeting on February 8, 2017 According to . “I don’t think the draft was final. I don’t think it was intended to be final.”

Chris Dunn, the legal director of the New York affiliate of the American Civil Liberties Union, pressed Willey on transparency during the meeting.

“It may be the result of good intentions that have gone bad, but when it’s all attention [the report] And then you guys kind of drop it and never talk about it, it just raises obvious questions,” he said at the time.

Critics also complained that Wiley and the CCRB were too grateful to de Blasio and City Hall, and argued that the board was not serving its purpose as an independent entity, as ProPublica reported. He was also accused of improperly sharing media inquiries and public records requests with the mayor’s office.

She reportedly went around normal recruiting practices to ensure that a friend was placed in a new, higher-ranking position in the CCRB.

Willey served as de Blasio’s top lawyer before taking over the leadership of the CCRB, a role he held for just over a year.

Neither she nor her campaign responded to Fox News’ requests for comment.
