NIRF Ranking, CAG results show poor research results from Utkel University – Times of India

Bhubaneswar: A recent CAG report tabled in the Assembly on Thursday and the NIRF ranking of universities published on the same day indicate poor research results of Utkal University. The state’s premier university got only 13.78 marks out of 100 in Research and Professional Practice (RP), which is the main reason behind not coming in the top 100 institutions in the country in the overall category of NIRF.

Four more institutions in the state, including two non-governmental organizations, have made it to the top 100. The CAG pointed to poor research by the institute, saying only one patent was published by the university between 201-20-201. “Only one patent was published in 2017-18, but was not granted till the date of audit. In the case of consultancy, Utkal University received a receipt of Rs 71.74 lakh for four consultancy projects between 2014-19,” the CAG report read.

The CAG report further states that the percentage of research completed at Utkal University is low (1 per cent) and carefree. “Proper direction is needed for teachers to publish research papers, especially in colleges. The development of patents and consultancies and the need for industry-academia connectivity need to be inspired in universities and start in colleges,” the CAG said in its recommendation. Achieved, it got bad marks in research parameters.


The NIRF has five parameters for rating an organization. These are Teaching, Learning and Resources (TLR), Research and Professional Practice (RP), Graduate Outcomes (GEO), Outreach and Inclusion (OI) and Perception. Each of these parameters has a number of 100.

Convex University got 41.99 out of 100 in TLR, 13.78 in RP, 72.66 in Geo, 50.52 in OI and 34.80 in peer appreciation. Due to poor research results it got only 13.78 out of 100 in RP.

Academics say the university needs motivation to strengthen its research ecosystem with importance.


Ashok Kumar Das, vice-chairman of the Orissa State Council of Higher Education and former vice-chancellor of the university, said there was no difference between school / college and university if the latter did not focus on research. “All stakeholders should work together to strengthen the research ecosystem. We have started this work in this direction. Hopefully, the state goal will be achieved, ”he added.

Siba Prasad Adhikari, former VC of FM University and former professor of Utkal University, said the huge vacancy in teaching posts was the main reason behind the poor results of the research. Out of 257 sanctioned posts, 126 teaching posts are vacant in Utkal University. If you don’t have half a faculty term, how can you think about research results? Even candidates listed for PhD course work may not get a guide to start their research work due to the teacher crisis.

A professor at the university said the quantity and quality of publications in his institution should be improved. He filed more patents and continued to work on Intellectual Property Rights (IPR), he added. “To get better ideas and positions we need to get more research funding and get the amount of advice for research work from various government and non-government organizations or companies,” the professor said.
