NDA set to lose 3 seats in upcoming Bihar Council polls, Grand Alliance to gain three | India News – Times of India

PATNA: Seven members of the Bihar Legislative Assembly (MLC), including Vikas Sahnan Party (VIP) president and minister Mukesh Sahni, are set to retire from the upper house on July 21 this year. All seven members were elected from the ruling NDA camp and the assembly constituency.
Of the seven, five belong to the JD (U), one to the BJP and one (Mukesh Sahni) to the VIPs. The other six MLCs who are due to retire in July are Mohammad Kamar Alam, Ghulam Rasool, Ranbijoy Kumar Singh, CP Sinha, Rozina Nazish (all JD (U) and Arjun Sahni (BJP)).
Rozina and Mukesh were elected in two separate by-elections in September and January last year, respectively, while the other five members – Kamar, Ghulam, Ranvijay, CP Sinha and Arjun were elected in July 2016. These five members are retiring at the end of their term. Six-year term in the upper house.
As these MLCs retire in July, the Election Commission is expected to hold biennial elections in May or June to fill these expected vacancies.
With four to five months to go before the biennial elections, potential candidates have already started lobbying in their respective parties to get the blessings of the seniors to be the party’s official nominees. With five members of the ruling JD (U) retiring, the fight for party symbols is most intense.
Members of the State Legislative Assembly (MLAs) vote to elect MLCs from Assembly constituencies in biennial elections. A total of 28 members of the Rajya Sabha were elected from the assembly constituencies. Of the 27 members elected from the Legislative Assembly, seven will retire on July 21 this year, 11 on May 6, 2024 and the remaining nine on June 28, 2026.
Under the existing biennial election rules, a vote of at least 31 MLAs would be required to elect an MLC from the Assembly constituencies. With the current party position in the state assembly, the 127-member NDA could win four seats in the assembly, with the remaining three going to the Grand Alliance (GA) camp. As a result, the NDA camp will lose three seats. The loss of NDA will be the gain of GA.
“Three of the five retired JD (U) MLCs are from the Muslim community. While Kamar and Ghulam are retiring after completing their six-year term, Rozina will retire after a 10-month term as she was elected in the required by-elections following the untimely death of her husband Tanvir Akhtar. Giving minority community leaders a place in council elections will be a difficult task for the JD (U) leadership. JD (U) legislators can only win one seat on their own, “a senior JD (U) leader who did not want to be named told TOI on Tuesday.
Of the four seats the NDA can win, three will go to the BJP camp. If the BJP leaves one seat for its ally Mukesh Sahni, the Saffron Party will get only two seats.
In the GA camp, the RJD (including 75 MLAs) will win two seats, with the rest going to either the Left Party or the Congress, but not without the support of the RJD.
