KUTA handed over a memorandum to the Chancellor of K-cum-Governor of Haryana through KI-R Registrar Sanjeev Kumar demanding immediate withdrawal of the letter from the state government in view of the state universities.
The KUTA called it an attempt by the state government to attack the autonomy of universities.

The KUTA executive members had lengthy discussions and decided to share with the KU Chancellor five-point concerns about the new government’s policy.
They said that KU is governed by its laws and constitution approved by the Haryana Legislative Assembly and accordingly, several bodies including KU Court, Executive Council (EC) and Finance Committee (FC) have been empowered to manage financial matters and formulate university management policies. QTA President Parmesh Kumar said, “The controversial orders of the Haryana government are arbitrary, efficient in KU law and constitution and therefore contempt of the legislature as well.”
Parmesh further said that the purpose of the Haryana government’s order is also not clear and how this implementation will benefit the university and its staff.
They said the state government has already kept checks and balances in state universities through their nominees, university court representatives, EC and FC and every money is being audited by government-appointed auditors.
Kuta said the Ministry of Human Resources and Development’s new education policy (NEP) 2020 emphasizes decentralization of power by strengthening the autonomy of educational institutions. They said NEP even imagined that colleges could get the ability to design their own curriculum, degree issues, etc. at their own level.
“However, the implementation of HRMS in universities indicates a negative promotion of the centralization of all university processes at the government level, which is directly contrary to NEP 2020 and its approach.”
Kuta President Paramesh Kumar said, “A wrong priority is being set which will destroy the autonomy of the universities and the educational / research environment and other objectives of the establishment of these educational institutions.”
The KU teachers have requested the Governor of Haryana to review the orders and the concerned officials to upload the employee data on the HRMS portal and withdraw it to implement an online transfer policy.
