Application fees for business and commercial purposes will continue.
The process of providing various certificates and services to the citizens will be facilitated. In addition to the steps taken to make government services online, the process of approving applications will be simplified.

Once issued, the certificate can be used in other government offices as well. The validity of the certificate can be defined by the relevant sections. But it should be for at least a year. It will no longer be recorded in a certificate issued for a specific purpose.
Attested copy of document by gazetted officer, notary government service is not required. Self attested copy of document, certificate required only.
Existing system of EWS certificate attestation, SC / ST certification will continue to be issued as per law. Rules or regulations will be amended if necessary to simplify the procedure.
People born in Kerala will be considered natives if they have a birth certificate or proof that they have studied for five years at an educational institution in Kerala or have made an affidavit. For those born outside Kerala, the birth certificate will be issued by the village official.
However, a decision must be made within five working days of receiving the online application.
From now on Aadhaar card, latest electricity bill, drinking water bill, telephone bill or building tax receipt can be made instead of residency certificate. Those who do not have it can create a certificate issued by the local self-government.
Minority Certificate is not required if the applicant’s letter is written in SSLC book / education certificate. Otherwise, the village officer and tehsildar will have to decide on the application received online or offline within five working days. The applicant must submit an affidavit.
Life Proof ‘Biometric Digital System’ has been introduced by the central government for pensioners for life certificates. This facility is available at Kerala Treasury and Bank.
An attested affidavit of an officer of gazetted rank is required to obtain one and the same certificate.
If the ration card, school certificate, passport, Aadhaar or birth certificate is properly registered, the relationship certificate issued by the village officer and the tehsildar is not required.
If the name of the family members is included in the ration card of the applicant, then the ration card itself can be accepted instead of the family membership certificate. Otherwise, the certificate issued by the tehsildar has to be submitted.
Citizens who do not have an identity card can get an identity card by presenting a photo attached certificate of the applicant issued by a gazetted officer.
If the applicant’s caste is properly recorded in the SSLC book / education certificate, it may be considered as a basic document instead of the caste certificate issued by the tehsildar. If the parents are of different castes, then the caste recorded in the SSLC book / education certificate of any of them can be considered as evidence.
If the SSLC book and the marriage certificate of the spouses are duly inscribed and have a marriage certificate issued by the sub-registrar or local body, it will be accepted as evidence instead of a mixed marriage certificate. An affidavit will also be required. Village officer’s certificate is not required.
Job seekers going abroad will be given the facility to upload certificates online for attestation by the Home Department. For this, login facility will be provided in the university, examination building, higher secondary department and local self-government department. This will enable the concerned to verify the authenticity of the certificate online. An officer not below the rank of Deputy Collector in the district will be appointed for this purpose.
After the verification, the attestation will be completed and the person who will get the service will be given advance notice and attested certificate will be issued.
