NEW DELHI: The Central Engineering Services Association has arrested Union Minister for Housing and Urban Affairs Hardeep Singh Puri, an IAS officer, and the CEO of the Amarnath Shrine Board, for instructing the Jammu and Kashmir police to keep two CPWD engineers in custody. The CPWD Engineers Association wrote a similar letter on Friday to Lieutenant Governor of Jammu and Kashmir Manoj Sinha seeking an inquiry into the alleged high-powered investigation by Officer Niteshwar Kumar, on whose instructions Ramban police detained him. Meanwhile, the umbrella body of the Joint Forum of All CPWD Engineers has called for a “mass demonstration” on May 31 at the CPWD headquarters construction building and at all regional and regional headquarters against “illegal detention”. In their letter to Puri, the Central Engineering Services Association complained that the CEO “apparently lost his temper due to some pending work” during the visit. It further alleged that the officer used “insulting language” and verbally instructed the Ramban SSP to “arrest / detain” the two engineers. He was visiting the site where the CPWD was constructing a dormitory for the Shrine Board.
Complaining of the high authority of the officer, the association wrote, “SASB has been delaying the release of funds to CPWD since the project was approved. Payments to contractors were delayed by 2-3 months despite CPWD submitting details to SASB from time to time. In contrast to the currently revised grant of Rs 47 crore, SASB has so far released only Rs 32 crore to CPWD. Despite funding constraints, CPWD and its contractors have completed their major work, considering the importance of the project, although there is a clear indication that no work will be carried out unless CPWD is funded by a government agency. ”
It reiterated that there are rules and procedures for dealing with errors and omissions by government officials.
