Opposition leaders opposed raising the bill with Congressman Manish Tiwari, saying the House has a time-honored convention and no legislation can be discussed unless the House is in order.

According to the statement of objectives and reasons, driven by the principal, there is currently no central university in Ladakh and, therefore, the government has decided to establish a new central university there to increase accessibility and quality of higher education, and to facilitate and promote higher education and research opportunities for people in the union territory .
It will also meet next year’s regional aspirations, it said.
According to the object statement, the bill seeks to amend the Central University Act, 200 amendments to establish a university in Ladakh called “Sindh Central University”.
The Union Cabinet last month approved the establishment of a central university and an integrated multipurpose infrastructure development corporation for Ladakh.
A meeting of the Union Cabinet, chaired by the Prime Minister, decided to set up a corporation with a fund of Tk 750 crore for the central university and Tk 25 crore for Ladakh.
Information and Broadcasting Minister Anurag Tagore said in a media briefing that the total cost of the university would be Rs 5,050 crore and would cover all areas of Ladakh including Leda and Kargil.
Thakur said the university would help balance the region in the education sector and for students in Ladakh to get access to quality higher education.
He said it would help in intellectual development and better higher education and help in improving the quality of education.
